FUNCTIONS OF THE ZONAL OFFICE
The key responsibilities of the SIF Zonal Offices include but not limited to the following:
- Overall responsibility for the operations of the SIF at the zonal level as well as the management and coordination of all zonal activities and office.
- Coordinate activities and provide technical backstopping for participating MMDAs in the delivery of SIF Project objectives
- Liase and provide training, sensitization, animation and assisting potential beneficiary poor communities to identify and design subproject proposals, prepare and implement sub-projects using the project’s implementing partners (i.e. contractors, technical supervisors, etc).
- Ensure frequent field visits, supervision and monitoring of project activities at the MMDA level.
- Preparation and submission of monthly subproject progress reports, monitoring reports, quarterly financial reports and any other report that may be relevant as and when it becomes necessary.
- Supervise activities of other project partners recruited to work on SIF assisted subprojects in the zone especially contractors, consultants, MMDA officials
- Facilitate the process of payment of interim certificate (IPC) to contractors.
- Collaborate with all FMU specialist in the discharge of their functions.
- Coordinate and monitor credit activities of PFIs and beneficiaries in the zone and report quarterly.
Identify and recommend PFIs for accreditation.
Monitor the disbursement of micro-credit by the PFIs to beneficiaries
Monitor the utilization of the credit by the beneficiaries
ROLES AND RESPONSIBILITIES OF ZONAL OFFICERS
- Represent the FMU at the Zonal level and have overall responsibility for the operations of the SIF at that level
- Provide overall management for the Zonal Office in the zone to which he or she is assigned.
- Co-ordinate and monitor activities of the districts under his/her zone in order to confirm that funds are spent properly and within budget, that tasks are completed as scheduled and that outputs are as planned.
- Sensitize MMDAs on Project implementation processes and procedures.
- Sensitize Communities/CBOs on Project implementation processes and procedures.
- Sensitize MMDAs and CBOs to pay their portion of counterpart funds for identified sub-projects
- Liaise with Project Staff and Stakeholders to ensure effective outreach programmes, grass root capacity building and smooth project implementation.
- Identify, design and facilitate the approval of sub-project proposals for implementation.
- Conduct Sub-project Management Committee (SPMC) training for CBOs.
- Authorise disbursements in whole or as progress payments depending upon the size of the sub-project and the terms of the contract governing the sub-project in question.
- Manage the Zonal Office bank accounts for the SIF.
- Ensure that overall financial control, transparency and probity are maintained in the assigned zone and also that proper records are kept and undated at both the Zonal and the district levels.
- Prepare and submit all projects interventions progress reports to the FMU.
- Collect and collate project baseline data.
- Facilitate and collate all sub-project impact data collated by the district for the M&E application system.
- Prepare M&E performance plans.
- Prepare monthly and quarterly workplans/budget and progress reports/financial returns for the zone.
- Coordinate and monitor credit activities of PFIs and beneficiaries in the zone and report quarterly.
• Identify and recommend PFIs for accreditation.
• Monitor the disbursement of micro-credit by the PFIs to beneficiaries
• Monitor the utilization of the credit by the beneficiaries - Establish networks and linkages with sector agencies and other sister development organizations in the Zone.
- Liaise with FMU specialist in the full discharge of his/her duties.
- Carry out duties that may be assigned by the ED or through the Specialist
