Mr. Justice Mensah Amankwa is a Chartered Accountant and an accomplished Audit expert, having worked for so many years in both Public and Private Institutions
His career spans over 30 years, having worked in various capacities at the Internal Revenue Service (IRS), where he started as a Cashier in 1989, and by dint of hard work, rose through the ranks to become a Principal Revenue Officer and Tax Audit Supervisor in 2011 till 2014. As Principal Revenue Officer, he was responsible for reviewing tax audit examinations, preparing tax audit schedules, preparing final tax Audit Reports for Board approval, preparing Desk Audit reports on Corporate and individual Financial Statements, and doing presentations to Stakeholders on Tax issues.
Mr. Justice Mensah Amankwa also worked as a Tax Officer at the IRS from 1991-2001, where he audited Payroll and withholding taxes, assessed and determined taxpayers’ tax liabilities, examined various accounts to determine taxes payable, and also conducted tax computations on rent tax payments.
Mr. Justice Mensah Amankwa also worked at the Ghana Revenue Authority (GRA), where he rose to become the Chief Revenue Officer and Head of Audit from June 2014 to October 2015, after which he voluntarily retired from Public Service.
As the Chief Revenue Officer, he was responsible for assigning Field Tax Audit Plans in line with Divisional Audit Programs, reviewing and approving all completed Audit Reports, and also ensuring that, all functional Units of the Department performed at an optimal level. He also provided technical assistance and guidance for the Audit Staff and recommended audit teams for further training as part of the Capacity building initiatives of the Department. He was also in charge of Real Estate Companies, Building Contractors, and Commercial enterprises.
Mr. Mensah Amankwa’s technical skills in the area of taxation and auditing came in handy when he worked with the United Nations Development Program (UNDP) as a Field Officer in the Volunteers Revenue Generation through Civic Processes Project (2001-2003). As a Field Officer, he was responsible for the collection of data for analysis, and the training of revenue collectors in revenue mobilization.
Mr. Mensah holds an Executive MBA (Finance) from the University of Ghana Business School (2009-2011), a Final Certificate from the Institute of Chartered Accountant Ghana (2008), a Diploma in Public Finance and Accounting from the Institute of Public Finance Accountancy (1995-1998), a Certificate in Tax Administration- Internal Revenue Service Training School (2005-2007) and a Certificate in Criminal Prosecution and Litigation from the Ghana School of Law (27th April 2021- 25th February 2022).
Mr. Mensah has attended multiple workshops and seminars in Accounting, Auditing, and Risk Management in and outside Ghana.
